National service invests in the idealism and capacity of America's young people to address many of the most pressing needs of our communities. For example, AmeriCorps volunteers tutor children in schools, build houses for needy families, and help to conserve our natural resources. I propose to expand national service, allowing young people to serve their communities full-time for two years in exchange for four years of in-state college tuition. Such a program would provide an army of volunteers to meet America's local needs while opening the doors to higher education for millions of citizens who are unable to afford the costs.
